45.1 There shall be two (2) types of Provisional committees:
45.1A Issue Generated Committee(s): a committee put in place for the purpose of addressing a temporary issue shall be defined as PROVISIONAL, and
45.1A(i) The President shall appoint the chairman. The chairman and the president will then work together to decide the remaining members to be appointed, just as the standing committee’s are composed. These committee members shall serve on the Provisional committee for the remaining length of the President’s term or the research is completed, whichever comes first.
45.1A(ii) However, should the Provisional committee’s work be incomplete upon the election of a new president, the composition of the committee shall remain the same, until such time as the research is complete.
45.1B MEMBERSHIP GENERATED COMMITTEE(S): committee(s) that have been set in place by a vote of the membership. Committee’s initiated by the
Membership shall continue for as long as the membership desires.
Membership generated committee(s) shall be defined as PROVISIONAL, and:
45.1B(i) The President appoints the chairman. The chairman and the President will the work together to decide the remaining members to be appointed, just as the standing committees are composed
45.1B(ii) Upon the election of a President, these appointments shall be made within one (1) BOD meeting of the commencement of the President’s term.
45.1B(iii) Should the Provisional committee’s work be incomplete upon the election of a new President, the composition of the committee shall remain the same, until such time as the research is complete.
45.2 All Provisional committee’s missions shall be for the gathering of information regarding the issue currently being addressed. Research shall not include expenditures of clubs funds.
- Any and all Provisional committees shall submit a report to the BOD at each monthly
45.4 The Provisional committee’s mission does not include the making of a recommendation
regarding the issue.
45.5 Once a Provisional committee has submitted all the information as required within their
mission, the BOD shall be required to decide upon the feasibility of the study as submitted.
45.6 The BOD is then required to report back to the membership with three (3) BOD meetings the feasibility of the project: and if the project is not feasible, the BOD’s reasons.
45.6A Upon receipt of a provisional committee’s semi-final report the BOD shall decide whether to authorize funds for the purpose of obtaining cost estimates. This authorization must be given at a regular BOD meeting and shall be over-seen by the appropriate director.
45.6B A timeline shall be given by the BOD to the committee for the remainder of the research to be completed. The committee shall be required to submit a monthly report to the BOD during the research phase of the committee’s work.
45.7 Upon completion of the research, a final report shall be submitted to the BOD. Upon receipt of the final report, the BOD is then required to report back to the membership with three (3) BOD meetings their recommendation as to the financial feasibility of the project; and if the project is not feasible the BOD’s reasons.
45.7A The BOD shall call a special membership meeting, if either semi-annual meeting is further than six (6) weeks in the future, for the purpose of the membership’s approving or disapproving the project.
45.7A(i) Within three (3) BOD meetings of the receipt of the committee’s final
report, the BOD must mail to each voting member of the club a copy of
the committee’s reports and a copy of the BOD reports. These shall be
mailed no later than three (3) weeks prior to the holding of the
45.7A(ii) Should the membership approve the project, said project shall begin within three (3) to six (6) months of the membership approval.
